  "text": "(1) For regulation 11(1), substitute—\n“(1) It is an offence for—\n(a) a dealer to fail to comply with any of the obligations placed on the dealer by virtue of the Articles listed in regulation 4(1);\n(b) a supplier to fail to comply with any of the obligations placed on the supplier by virtue of the Articles listed in regulation 4(2).”.\n(2) In regulation 11(2), for sub-paragraph (a), substitute—\n“(a) on summary conviction—\n(i) in England and Wales, to a fine;\n(ii) in Scotland or Northern Ireland, to a fine not exceeding the statutory maximum;”.",
