  "heading": "Power of Secretary of State to give directions",
  "text": "(1) The Secretary of State may exercise a power conferred by this section if the Secretary of State considers it appropriate to do so—\n(a) in response to the energy crisis, or\n(b) in connection with—\n(i) this Act,\n(ii) regulations under this Act,\n(iii) a domestic energy price reduction scheme (including its establishment, modification or revocation), or\n(iv) anything done or proposed to be done under, or given effect by, section 13, any other provision of this Act or regulations under this Act.\n(2) The Secretary of State may give a person who is subject to directions under this section—\n(a) a direction of a general character;\n(b) a direction to do (or not do) a specific thing.\n(3) The following are subject to directions under this section—\n(a) the Northern Ireland Regulator;\n(b) a person who holds an energy licence.\n(4) A direction under this section—\n(a) must be in writing;\n(b) may be varied or revoked by a subsequent direction given by the Secretary of State.\n(5) So far as a direction under this section conflicts with the requirements of an enactment or instrument or with any duty which arises otherwise than under an enactment or instrument the requirements are or the duty is to be disregarded.\n(6) In this section “energy licence” means—\n(a) a licence for the purposes of section 4 of the Electricity Act 1989;\n(b) a licence for the purposes of section 5 of the Gas Act 1986;\n(c) a licence granted under Article 10 of the Electricity (Northern Ireland) Order 1992 (S.I. 1992/231 (N.I. 1));\n(d) a licence granted under Article 8 of the Gas (Northern Ireland) Order 1996 (S.I. 1996/275 (N.I. 2)).",
