  "text": "(1) An application under section 176A(5) of the 1986 Act must be accompanied by a witness statement by the energy administrator.\n(2) The witness statement must state—\n(a) that the application arises in the course of an energy supply company administration;\n(b) a summary of the financial position of the energy supply company;\n(c) the information substantiating the energy administrator's view that the cost of making a distribution to unsecured creditors would be disproportionate to the benefits; and\n(d) whether any other office holder is acting in relation to the energy supply company and if so that office holder's address.",
