The Minister of Agriculture, Fisheries and Food (“the Minister”) being a Minister designated^f1 for the purposes of section 2(2) of the European Communities Act 1972^f2 in relation to the common agricultural policy of the European Community and measures relating to the promotion of rural development, in exercise of the powers conferred on him by that section, and of all other powers enabling him in that behalf, hereby makes the following Regulations:
