  "heading": "Amendment of the Rural Enterprise Regulations",
  "text": "(1) The Rural Enterprise Regulations shall be amended in accordance with the provisions of paragraph (2) of this regulation.\n(2) In regulation 5 (approval of projects), the following paragraph shall be substituted for the existing paragraph (3)—\n“(3) Before varying an approval under paragraph (2), the Minister shall—\n(a) give the beneficiary notice in writing that he proposes to do so with a statement of his reasons;\n(b) give the beneficiary an opportunity to make written representations within such time as the Minister considers reasonable; and\n(c) consider any such representations.”.",
