In section 10 (constitutional arrangements)—

(a)

in subsection (8)—

(i)

in the opening words, for “a CCA” substitute “an existing CCA”;

(ii)

in paragraph (b), omit “in the case of regulations in relation to an existing CCA,”;

(b)

after subsection (8) insert—

“(8A)

Subsection (8) does not apply where a proposal to make the regulations has been submitted to the Secretary of State in accordance with section 47 (proposal for changes to existing arrangements relating to CCA - locally led).”;

(c)

omit subsection (9).
