# English Devolution and Community Empowerment Act 2026, Paragraph 42

In section 52 (general power of competence)—
(a) in subsection (2) omit “(as defined by section 28(4)”;
(b) for subsection (3) substitute—
“(2A) The “appropriate authorities” for the purposes of this section are—
(a) the constituent councils, and
(b) in the case of regulations in relation to an existing CCA, the CCA.”
