  "text": "After section 105B insert—\n“Non-mayoral combined authority: consent to budget\n105C (1) A non-mayoral combined authority may only exercise the following functions with the consent of each constituent council—\n(a) adopt or amend the authority’s budget;\n(b) where it is not part of the budget, approve the total sum of the transport levy.\n(2) In this section a reference to the “transport levy” is a reference to any levy issued by the combined authority relating to the exercise of its functions relating to transport in accordance with any regulations made from time to time under section 74(2) of the Local Government Finance Act 1988.”",
