  "text": "In section 2 (duty of principal councils to make reports), after subsection (4) insert—\n“(4ZA) If a principal council is a constituent council of a mayoral combined authority or mayoral CCA, the duty imposed on the council by subsection (1) does not apply to the levels of local road traffic using key route network roads in the council’s area.”",
