  "text": "(1) Section 272 is amended in accordance with this paragraph.\n(2) In the following provisions, for “local authority” substitute “relevant authority”—\n(a) subsection (1) (in both places);\n(b) subsection (5) (in the words before paragraph (a)).\n(3) After subsection (8) insert—\n“(9) In this section “relevant authority” means—\n(a) a local authority, or\n(b) a non-mayoral combined authority or non-mayoral CCA.”",
