  "text": "(1) Section 216 is amended in accordance with this paragraph.\n(2) For subsection (2) substitute—\n“(2) A transfer scheme may provide for a transfer to a person only if the person consents; but this does not apply to a transfer to any of the following—\n(a) the Greater London Authority;\n(b) a functional body other than the MDC concerned;\n(c) a company that is a subsidiary of the Greater London Authority;\n(d) a combined authority;\n(e) a company that is a subsidiary of a combined authority;\n(f) a CCA;\n(g) a company that is a subsidiary of a CCA.”\n(3) In subsection (4), in the definition of “permitted recipient”—\n(a) after ““permitted recipient”” insert “, in relation to an MDC for an area in Greater London,”;\n(b) after paragraph (f) insert—\n“in relation to an MDC for an area in the area of a combined authority, means—\n(a) the combined authority,\n(b) a company that is a subsidiary of the combined authority, or\n(c) any other person;\nin relation to an MDC for an area in the area of a CCA, means—\n(a) the CCA,\n(b) a company that is a subsidiary of the CCA,\n(c) any district council whose local authority area is within the area of the CCA or\n(d) any other person;”.",
