  "text": "In this Part of this Schedule—\n“eligible function” means a function which—\n(a) is a function of a public authority, and\n(b) relates to any aspect of any area of competence;\n“function”—\n(a) includes a power to make byelaws;\n(b) but does not include a power to make any other instruments of a legislative character (including regulations);\n“public authority” includes a Minister of the Crown or a government department.",
