# English Devolution and Community Empowerment Act 2026, Paragraph 4: Interpretation

In this Part of this Schedule—
“eligible function” means a function which—
(a) is a function of a public authority, and
(b) relates to any aspect of any area of competence;
“function”—
(a) includes a power to make byelaws;
(b) but does not include a power to make any other instruments of a legislative character (including regulations);
“public authority” includes a Minister of the Crown or a government department.
