  "heading": "Functions moving from mayors to strategic authorities outside London",
  "text": "(1) Regulations may provide for a function of the mayors for the areas of —\n(a) the mayoral strategic authorities other than the established mayoral strategic authorities, or\n(b) the established mayoral strategic authorities other than the Mayor of London,\nto be exercisable by those authorities.\n(2) Regulations under this paragraph may provide for the function to be exercisable by the authorities—\n(a) solely;\n(b) concurrently or jointly with another person by which the function is already exercisable.\n(3) Regulations under this paragraph which provide for a function to be exercisable jointly with another person may provide for the function to also be exercisable by the other person alone.\n(4) Before making regulations under this paragraph the Secretary of State must consult the following—\n(a) the affected mayors;\n(b) the strategic authorities for whose areas the affected mayors are the mayor;\n(c) the constituent councils of those strategic authorities;\n(d) any other person who exercises the function to which the regulations relate;\n(e) any other persons that the Secretary of State considers it appropriate to consult.\n(5) In this paragraph “affected mayors” means the mayors to whose function regulations under this paragraph relate.",
