  "heading": "Mayors outside London",
  "text": "(1) Regulations may make provision about the exercise of a function by the mayors of any of these classes of strategic authorities—\n(a) the mayoral strategic authorities other than the established mayoral strategic authorities;\n(b) the established mayoral strategic authorities other than the GLA.\n(2) Before making regulations under this paragraph the Secretary of State must consult the following—\n(a) the affected mayors;\n(b) the strategic authorities for whose areas the affected mayors are the mayor;\n(c) the constituent councils of those strategic authorities;\n(d) any other person who exercises the function to which the regulations relate, if their power to exercise it would be affected by the regulations;\n(e) any other persons that the Secretary of State considers it appropriate to consult.\n(3) In this paragraph “affected mayors” means the mayors to whose function regulations under this paragraph relate.",
