  "heading": "Incidental etc provision",
  "text": "(1) The Secretary of State may by regulations make incidental, consequential, transitional, transitory or supplementary provision for the purposes of, or in consequence of—\n(a) the conferral of a function on a relevant authority, or\n(b) the modification of a function of a relevant authority,\nby relevant legislation.\n(2) Regulations under this section may not include provision amending or disapplying sections 15 to 17 of, and Schedule 1 to, the Local Government and Housing Act 1989 (political balance on local authority committees etc).\n(3) Regulations under this section may (in particular) amend any Act of Parliament (whenever passed), including by amending this Act.\n(4) Regulations under this section which contain provision amending an Act of Parliament are subject to affirmative resolution procedure.\n(5) Any other regulations under this section are subject to negative resolution procedure.\n(6) In this section—\n“relevant authority” means—\n(a) a strategic authority;\n(b) the mayor for the area of a CCA or the area of a combined authority;\n(c) the Mayor of London;\n(d) a GLA functional body.\n“relevant legislation” means—\n(a) this Act,\n(b) regulations under this Act, or\n(c) any other legislation (whenever passed or made),\nexcept for functions conferred by an order under Chapter 1 of Part 6 of LDEDCA 2009 (instead see section 114 of that Act) or by regulations under Chapter 1 of Part 2 of LURA 2023 (instead see section 53 of that Act).",
