  "text": "ATOMIC ENERGY AND RADIOACTIVE SUBSTANCES\nMade 5th September 2003\nComing into Operation 5th September 2003\nWhereas it appears to the Secretary of State that Enrichment Technology UK Limited, being a company registered in England, has been formed pursuant to an agreement dated 4th March 1970 providing for collaboration in the development and exploitation of the gas centrifuge process for producing enriched uranium and made between Her Majesty’s Government in the United Kingdom and the Governments of the Federal Republic of Germany and the Kingdom of the Netherlands:\nNow, therefore, the Secretary of State, in exercise of her powers under section 19(2) of the Atomic Energy Authority Act 1971 hereby orders as follows:",
