  "text": "The Secretary of State may give financial assistance to any person for the purpose of assisting—\n(a) activities which the Secretary of State considers are of benefit to consumers; or\n(b) the provision of—\n(i) advice or information about consumer matters;\n(ii) educational materials relating to consumer matters; or\n(iii) advice or information to the Secretary of State in connection with the formulation of policy in respect of consumer matters.",
