  "heading": "The Housing Benefit (General) Regulations 1987",
  "text": "The Housing Benefit (General) Regulations 1987 shall be amended as follows:—\n(a) in the definition of “training allowance” in regulation 2(1), the words “, Scottish Enterprise or Highlands and Islands Enterprise” shall be added at the end of each of paragraphs (a) and (c);\n(b) in the definition of “training course” in regulation 5(9), before the words “a government” there shall he added the words “Scottish Enterprise, Highlands and Islands Enterprise,”;\n(c) in regulation 51(2)(b), after the words “behalf of” there shall be added the words “Scottish Enterprise, Highlands and Islands Enterprise or”;\n(d) in paragraph 7(1)(b) of Schedule 2, after “1973” there shall be added the words “, or by Scottish Enterprise or Highlands and Islands Enterprise under section 2 of the Enterprise and New Towns (Scotland) Act 1990,”;\n(e) in paragraph 11 of Schedule 4—\n(i) there shall be added after the words “that section” the words “of the 1973 Act”; and\n(ii) for the words “of that Act” (in both places where they appear) there shall be substituted the words “of the 1973 Act or section 2(4)(c) of the 1990 Act”; and\n(f) in paragraph 33 of Schedule 5, for the words “that section” there shall be substituted the words “either of those sections”.",
