  "text": "The following provisions of the Environment Act 1995 shall come into force on 28th July 1995—\nsection 1;\nsection 3(2) to (8);\nsection 4;\nsection 7;\nsection 9;\nsection 12;\nsection 37(1), (2) and (9);\nsections 38 to 40;\nsections 43 to 52;\nsection 56;\nsection 120(1) in so far as it—\n(a) confers power on the Secretary of State and the Minister to make regulations; or\n(b) relates to paragraphs 4, 31, 42, 213(1), (2)(b) and (3) and 223(1)(c) of Schedule 22;\nsection 120(4) to (6);\nsections 121 to 124.",
