  "text": "The following provisions of the Environment Act 1995 shall come into force on 23rd December 1997:\nsections 82 to 86;\nsection 90 and Schedule 11 in so far as they are not already in force;\nsection 120(1) in so far as it relates to paragraph 46(5) of Schedule 22.",
