  "heading": "Provisions coming into force on 12th October 1995",
  "text": "The following provisions of the Environment Act 1995 shall come into force on 12th October 1995:—\n(a) section 20 (the Scottish Environment Protection Agency);\n(b) section 21 (transfer of functions to SEPA);\n(c) section 22 (transfer of property, rights and liabilities to SEPA);\n(d) section 23 (functions of staff commission);\n(e) section 30 (records held by SEPA);\n(f) section 31 (guidance on sustainable development and other aims and objectives);\n(g) section 32 (general environmental and recreational duties);\n(h) section 36 (codes of practice with respect to environmental and recreational duties);\n(i) section 59 (abandoned mines; Scotland), in so far as the amendments made by that section confer power on the Secretary of State to make regulations; and\n(j) section 120(1) (minor and consequential amendments), in so far as it relates to the following provisions of Schedule 22:—\n(i) paragraph 15;\n(ii) sub-paragraphs (1) and (22) of paragraph 29, in so far as the amendments made by those provisions confer power on the Secretary of State to make regulations;\n(iii) sub-paragraphs (1) to (3) and (5) of paragraph 51; and\n(iv) paragraph 53.",
