  "text": "The following provisions of the Environment Act 1995 shall come into force on 1st January 1997:–\nsection 96(1), (5) and (6) and Schedule 13 and 14 insofar as they apply in relation to Scotland;\n96(3);\nsection 96(4) insofar as it relates to section 251A of the Town and Country Planning (Scotland) Act 1972 ceasing to have effect;\nsection 120(3) insofar as it relates to the repeal in Schedule 24 of section 251A of the Town and Country Planning (Scotland) Act 1972.",
