  "text": "(1) The power to make regulations under section 66A—\n(a) is exercisable by statutory instrument;\n(b) includes power to make different provision for different purposes or different areas;\n(c) includes power to make incidental, supplementary, consequential, transitional, transitory or saving provision.\n(2) A statutory instrument containing regulations under section 66A is subject to annulment in pursuance of a resolution of either House of Parliament.",
