  "text": "(1) In Schedule 17—\n(a) Part 1 makes provision about the use of forest risk commodities in commercial activity,\n(b) Part 2 makes provision about enforcement, and\n(c) Part 3 contains general provisions.\n(2) Regulations under the following provisions of Schedule 17 are subject to the affirmative procedure—\n(a) paragraph 1;\n(b) paragraph 2(4)(c);\n(c) paragraph 5 (except for paragraph 5(2)(b) and (5));\n(d) paragraph 7;\n(e) Part 2.\n(3) Regulations under the following provisions of Schedule 17 are subject to the negative procedure—\n(a) paragraph 3;\n(b) paragraph 4;\n(c) paragraph 5(2)(b) and (5).",
