  "text": "(1) A person bound by a negative obligation under a conservation covenant breaches the obligation by—\n(a) doing something which it prohibits, or\n(b) permitting or suffering another person to do such a thing.\n(2) A person bound by a positive obligation under a conservation covenant breaches the obligation if it is not performed.",
