  "text": "In this Part, except where otherwise specified, the “appropriate agency” means—\n(a) for regulations applying in relation to England, the Environment Agency;\n(b) for regulations applying in relation to Wales, the Natural Resources Body for Wales;\n(c) for regulations applying in relation to Scotland, the Scottish Environment Protection Agency;\n(d) for regulations applying in relation to Northern Ireland, the Northern Ireland Environment Agency.",
