  "text": "(1) The Department may make grants or loans to any body or person for the purposes of or in connection with—\n(a) carrying out an air quality review;\n(b) carrying out an assessment under Article 11 ...;\n(c) preparing and implementing an action plan; and\n(d) the assessment or management of the quality of air.\n(2) Grants or loans made by the Department under this Article—\n(a) shall be of such amounts; and\n(b) shall be made on such terms and conditions (including in the case of grants, conditions as to repayment),\nas may be determined by the Department.",
