  "text": "In this Part, “international carbon reporting practice” means accepted practice in relation to reporting for the purposes of—\n(a) the protocols to the United Nations Framework Convention on Climate Change, or\n(b) such other international agreements or arrangements, or obligations under EU law, as the Welsh Ministers may specify by regulations.",
