  "text": "Where in the opinion of the Commissioners –\n(a) further information is reasonably required for their proper consideration of the likely environmental effects of the relevant project to which an application for consent relates; and\n(b) the applicant could (having regard in particular to current knowledge and methods of assessment) provide such information,\nthe Commissioners shall notify the applicant in writing of the matter on which they require further information and the applicant shall provide that further information.",
