  "text": "In regulation 24 (review of permits)—\n(a) re-number the existing provision as paragraph (1),\n(b) after paragraph (1) as re-numbered, insert—\n“(2) Where SEPA carries out a review under paragraph (1), any fee payable under a charging scheme for that review is payable by the authorised person.”.",
