Coming into force 23rd September 2002
The Scottish Ministers, in exercise of the powers conferred by section 2(2) of the European Communities Act 1972 and section 40 of the Town and Country Planning (Scotland) Act 1997, and of all other powers enabling them in that behalf, hereby make the following Regulations:
