  "text": "(1) Subject to paragraph (2), these Regulations apply to Scottish public authorities.\n(2) These Regulations shall not apply to any Scottish public authority to the extent that it is acting in a judicial or legislative capacity.\n(3) Nothing in these Regulations is to be taken to limit the powers of a Scottish public authority to disclose environmental information held by it.",
