  "text": "(1) The Scottish Ministers must issue guidance on the operation of sections 46ZA to 46ZD.\n(2) In preparing guidance under subsection (1), the Scottish Ministers must consult waste collection authorities.\n(3) A waste collection authority, and an authorised officer of a waste collection authority, must have regard to any guidance issued under subsection (1).",
