  "text": "(This note is not part of the Order)\nThis Order amends the environmentally sensitive areas designation orders made under section 18 of the Agriculture Act 1986 (“the 1986 Act”) designating areas in Wales as environmentally sensitive areas, which implement in part a zonal programme approved by the European Commission under article 7 of Council Regulation (EEC) No. 2078/92 (OJ No. L215, 30.7.92, p. 85) on agricultural production methods compatible with the requirements of the protection of the environment and the maintenance of the countryside.\nSection 18(3) of the 1986 Act enables the Secretary of State to enter into a management agreement with any person having an interest in agricultural land in a designated area if the Secretary of State considers that conservation of environmental features in that area may thereby be facilitated. This Order provides that in relation to each of the designated areas the Secretary of State shall not enter into such a management agreement unless the application to enter that agreement has been received by him before 11th May 1999.\nNo regulatory appraisal has been prepared in respect of this Order.",
