  "text": "(1) The Commission—\n(a) shall appoint a chief executive, and\n(b) may appoint other staff.\n(2) A person may be appointed under sub-paragraph (1)(a) only with the consent of the Secretary of State.\n(3) An appointment may be made under sub-paragraph (1)(b) only if consistent with arrangements determined by the Commission and approved by the Secretary of State as to—\n(a) numbers, and\n(b) terms and conditions of appointment.",
