  "text": "(This note is not part of the Regulations)\nThese Regulations amend the list of relevant Welsh authorities in Part 2 of Schedule 19 to the Equality Act 2010 in consequence of the Tertiary Education and Research (Wales) Act 2022, which abolishes the Higher Education Funding Council for Wales and creates the Commission for Tertiary Education and Research.\nThe Welsh Ministers’ Code of Practice on the carrying out of Regulatory Impact Assessments was considered in relation to these Regulations. As a result, it was not considered necessary to carry out a Regulatory Impact Assessment as to the likely costs and benefits of complying with this instrument.",
