  "text": "A person is guilty of an offence if the person knowingly—\n(a) implants, or attempts to implant, into an equine, a device which—\n(i) is not a genuine transponder; or\n(ii) has previously been inserted into, or used for, another animal; or\n(b) tampers with, or otherwise alters, a transponder with intent to deceive.",
