  "heading": "Financial provisions.",
  "text": "(1) There shall be defrayed out of moneys provided by Parliament—\n(a) any expenses incurred by the Secretary of State in consequence of the provisions of this Act; and\n(b) any increase attributable to this Act in the sums payable out of moneys so provided under any other Act.\n(2) Any fees paid to the lead enforcement authority under this Act shall be paid into the Consolidated Fund.",
