  "text": "Council Decision\nof 15 October 1968\napplying Articles 48 and 49 of the Treaty to the French overseas departments\n(68/359/EEC)\nTHE COUNCIL OF THE EUROPEAN COMMUNITIES,\nHaving regard to the Treaty establishing the European Economic Community, and in particular Article 227 (2) thereof;\nHaving regard to the proposal from the Commission;\nWhereas the second subparagraph of Article 227 (2) provides that the Council shall determine the conditions under which the provisions of the Treaty other than those contained in the first subparagraph of paragraph 2 of that Article, and in particular the provisions of Articles 48 and 49 of the Treaty, are to apply to the French overseas departments;\nWhereas freedom of movement for workers is likely to promote the economic and social development of those departments;\nHAS DECIDED AS FOLLOWS:",
