  "text": "Council Decision\nof 20 December 1979\nsetting up a consultation procedure on relations between Member States and third countries in the field of air transport and on action relating to such matters within international organizations\n(80/50/EEC)\nTHE COUNCIL OF THE EUROPEAN COMMUNITIES,\nHaving regard to the Treaty establishing the European Economic Community, and in particular Article 84 (2) thereof,\nHaving regard to the draft decision submitted by the Commission,\nHaving regard to the opinion of the European Parliament,\nHaving regard to the opinion of the Economic and Social Committee,\nWhereas, to make allowance for developments affecting air transport and for their consequences for the Member States, it is desirable that problems of common interest with regard to relations between Member States and third countries in air transport and to action relating to such matters in international organizations should be identified in good time;\nWhereas it is desirable to facilitate exchanges of information and consultations in this field and to promote coordination, where appropriate, of the action taken by the Member States within international organizations;\nWhereas each Member State should give the benefit of its experience in relations with third countries in air transport to the other Member States and to the Commission;\nWhereas information in this field is regularly exchanged in certain international organizations; whereas these procedures should be supplemented at Community level by exchanges of information between the Member States and the Commission,\nHAS ADOPTED THIS DECISION:",
