  "text": "At the request of the exporter, and for reasons deemed to be valid, the customs authorities should, so far as possible, allow goods for exportation to be examined on private premises, the expenses entailed by such examination being borne by the exporter.\nThe customs authorities may themselves require goods for exportation to be produced for examination at private premises.",
