  "text": "The first President of the Court of First Instance shall be appointed for three years in the same manner as its members. However, the Governments of the Member States may, by common accord, decide that the procedure laid down in Article 2 (2) shall be applied.\nThe Court of First Instance shall adopt its Rules of Procedure immediately upon its constitution.\nUntil the entry into force of the Rules of Procedure of the Court of First Instance, the Rules of Procedure of the Court of Justice shall apply mutatis mutandis.",
