  "text": "Council Decision\nof 20 February 1989\non the conclusion of an Agreement between the European Economic Community and Canada concerning trade and commerce in alcoholic beverages\n(89/189/EEC)\nTHE COUNCIL OF THE EUROPEAN COMMUNITIES,\nHaving regard to the Treaty establishing the European Economic Community, and in particular Article 113 thereof,\nHaving regard to the proposal from the Commission,\nWhereas on 17 December 1988 Canada and the Community, in the light of the findings and conclusions of the GATT Panel on Import, Distribution and Sale of Alcoholic Drinks by Canadian Provincial Marketing Agencies, reached a settlement, in the form of an Agreement;\nWhereas the said Agreement should be approved,\nHAS DECIDED AS FOLLOWS:",
