  "text": "Council Decision\nof 16 March 1992\nconcerning the conclusion of the Framework Agreement for cooperation between the European Economic Community and the Eastern Republic of Uruguay\n(92/205/EEC)\nTHE COUNCIL OF THE EUROPEAN COMMUNITIES,\nHaving regard to the Treaty establishing the European Economic Community, and in particular Articles 113 and 235 thereof,\nHaving regard to the proposal from the Commission,\nHaving regard to the opinion of the European Parliament,\nWhereas, in order to attain its objectives regarding external economic relations, the Community should approve the Framework Agreement for cooperation with the Eastern Republic of Uruguay,\nHAS DECIDED AS FOLLOWS:",
