  "text": "Council Decision\nof 25 July 1996\nconcerning the conclusion of the Agreement on scientific and technical cooperation between the European Community and the State of Israel\n(96/505/EC)\nTHE COUNCIL OF THE EUROPEAN UNION,\nHaving regard to the Treaty establishing the European Community, and in particular Article 130m, in conjunction with Article 228 (2), first sentence, and Article 228 (3) first subparagraph thereof,\nHaving regard to the proposal from the Commission,\nHaving regard to the opinion of the European Parliament,\nWhereas the Community and Israel are pursuing specific research programmes in areas of common interest;\nWhereas on the basis of past experience under the 1975 Agreement between the European Economic Community and the State of Israel, both sides have expressed a desire to establish a deeper and broader framework for the conduct of collaboration in science and technology;\nWhereas the State of Israel, on the one hand, and the European Community and its Member States, on the other hand, have signed a Euro-Mediterranean association agreement providing for the negotiation of a cooperation agreement in the field of science and technology;\nWhereas by its Decision of 29 September 1994, the Council authorized the Commission to negotiate an agreement on scientific and technical cooperation between the European Community and the State of Israel;\nWhereas by its Decision of 18 March 1996, the Council decided that the Agreement on scientific and technical cooperation should be signed on behalf of the European Community;\nWhereas the Agreement on scientific and technical cooperation was signed on 25 March 1996;\nWhereas the Agreement on scientific and technical cooperation between the European Community and the State of Israel should be approved,\nHAS DECIDED AS FOLLOWS:",
