This Decision shall apply to data terminal equipment intended to be connected to the Packet Switched Public Data Networks (PSPDNs) for CCITT Recommendation X.25 interfaces at data signalling rates up to 1 920 kbit/s, utilising interfaces derived from CCITT Recommendations X.21 and X.21 bis, and falling within the scope of the harmonized standard identified in Article 2(1).\n2. This Decision establishes a common technical regulation covering the general attachment requirements for terminal equipment referred to in paragraph 1.",
