  "text": "Council Decision\nof 28 November 1997\non the implementation of Common Position 95/544/CFSP on Nigeria\n(97/820/CFSP)\nTHE COUNCIL OF THE EUROPEAN UNION,\nHaving regard to the Treaty on European Union, and in particular Article J.2 thereof,\nWhereas on 4 December 1995 the Council defined, on the basis of Article J.2 of the Treaty on European Union, Common Position 95/544/CFSP on Nigeria;\nWhereas Common Position 95/544/CFSP was extended until 1 November 1998 by Council Decision 97/821/CFSP;\nWhereas certain guidelines should be provided for the implementation of the aforementioned common position,\nHAS DECIDED AS FOLLOWS:",
