  "text": "Council Decision\nof 18 June 1998\nconcerning the Agreement between the European Community, the European Space Agency and the European Organisation for the Safety of Air Navigation on a European contribution to the development of a global navigation satellite system (GNSS)\n(98/434/EC)\nTHE COUNCIL OF THE EUROPEAN UNION,\nHaving regard to the Treaty establishing the European Community, and in particular Article 75(1), Article 84(2) and Article 130m, in conjunction with the first sentence of Article 228(2), the first subparagraph of Article 228(3) and with Article 228(4) thereof,\nHaving regard to the proposal from the Commission,\nHaving regard to the opinion of the European Parliament,\nWhereas the Community can, within the scope of its powers, make a contribution to the implementation of a global navigation satellite system;\nWhereas the Agreement between the European Community, the European Space Agency and the European Organisation for the Safety of Air Navigation on a European contribution to the development of a global navigation satellite system (GNSS) should be approved,\nHAS DECIDED AS FOLLOWS:",
