  "text": "Council Decision\nof 25 January 1999\nconcerning the external auditors of the national central banks\n(1999/70/EC)\nTHE COUNCIL OF THE EUROPEAN UNION,\nHaving regard to the Protocol on the Statute of the European System of Central Banks and of the European Central Bank and in particular to Article 27.1 thereof,\nHaving regard to the Recommendation of the European Central Bank (hereinafter referred to as the ‘ECB’) of 12 November 1998,\nWhereas the accounts of the ECB and of the national central banks (hereinafter referred to as the ‘NCBs’) are to be audited by independent external auditors recommended by the Governing Council of the ECB and approved by the Council;\nWhereas the ECB has recommended the reappointment of the current external auditors appointed by each participating NCB subject to a possible later decision,\nHAS DECIDED AS FOLLOWS:",
